Meet Our 2025 GRAND MARSHALL — Ken “Blackie” Blackington
Retired Police Officer and Retired Judge
After retiring from the Mesquite Police Department Ken was elected as Justice of the Peace in Dallas County where he served from 1990 to 2010. He continues to officiate weddings when called upon.
Ken is a past member of the Sunrise Rotary Club and was a member on the chain saw crew for the Texas Baptist Men (now called Texans on a mission), for many years.
Ken is an active member of the American Businessmen’s organization (AMBUCS) of Mesquite, Texas. An organization dedicated to helping the disabled, by building ramps for the handicap, providing AMTRYKES for disabled children and providing scholarships for High School Seniors.
Ken is an active member of Lake Point Church where he serves in several different capacities as a volunteer and mentor.
Ken “Blackie” Blackington graduated High School in Camden, Maine at the age of 17. After graduation Ken enlisted in the United States Air Force where he served from 1964 – 1968, serving a tour in Vietnam from 1966-1967.
After his service in the Air Force, Ken began his career in Law Enforcement serving the communities of Big Springs and Mesquite, Texas from 1968 to 1990 (20 years in Mesquite).
Ken is a man of faith and a devoted family man, who has been married to his beautiful wife Linda for 56 years. Together they have 2 Children and 5 Grandchildren.
Ken loves deer hunting, fishing, the outdoors and is a “People Person” that loves talking to everyone!
Ken “Blackie” Blackington has a passion for and loves to ride Motorcycles. He is an active full patched member of Americas Guardians Law Enforcement/Public Safety Motorcycle Club Texas 28A Chapter, where he serves as the Treasurer. He has been with AGMC TX28A since 2014. He is proud to be a part of AGMC because it is a LE/PS club that loves to ride, helps others and give back to the community. He loves and lives the Oath of AGMC especially the part that says “helping those that cannot help themselves”.
“Blackie” has been an integral & instrumental part of AGMC’s “Bikes for Tykes Teddy Bear Ride” since its inception! His ability to speak to and connect with people is unparalled and unmatched. I believe that it would be fair to say that without “Blackie” the Teddy Bear Ride would definitely not be as successful as it has been. In the 9years of hosting this event AGMC TX28A has raised over $400 thousand dollars, with all proceeds going to The Children’s Advocacy Center for Rockwall County, in an effort to bring awareness to the plight of child abuse and neglect in Rockwall County.

Meet Our 2024 GRAND MARSHALL — Don and Donna Riggs

This will be the 10th year for the Bikes for Tykes Teddy Bear Ride, which benefits the Childrens Advocacy Center for Rockwall County.
Don and his wife, Donna, have been an integral part of this event since the beginning. Both are very passionate and have a servant’s heart when it comes to supporting the abused and neglected Children of Rockwall County.

Since the beginning, Don and Donna Riggs have shied away from the limelight or recognition, only concerned with supporting us as we “help those who cannot help themselves.”
Last year, we finally were able to arrange a tour of the Children’s Advocacy Center for Rockwall County to show them just how their support over the years has benefited these most vulnerable children. Since the tour, they have become a bit more receptive to having some recognition that is so well deserved.
Don Riggs founded Future Telecom in 1999 and leads the operations and business development activities across all Future Infrastructure companies. Don has nearly 40 years of experience in all aspects of the telecommunications and utility infrastructure installation, maintenance, and repair industry.
Prior to the establishment of Future Telecom, from 1988 to 1999, Don served as Operations Manager for R-COM, a Dallas-based underground installer of telecommunications infrastructure.
From 1980 to 1987, Don was the founder and owner of All Star General Contractors, a cable television and telecommunications construction company.
Don is also active in AMBUCS Mesquite chapter, an organization dedicated to creating mobility and independence for people with disabilities.

Not many know that Cindy Lindley was one of two persons (the other being Kenda Culpepper Rockwall County DA), that AGMC TX28A initially met and conferred with 8 years ago, about hosting a Motorcycle Teddy Bear Ride to benefit the newly created Rockwall County Children’s Advocacy Center.
For the past 8 years, Cindy has served as the volunteer liaison between the CAC and Americas Guardians Motorcycle Club, who host the Bikes for Tykes fundraiser that benefits the CACRC.
She has attended and participated in their many planning meetings, assisted with the silent auction set ups and solicited volunteers to help. This collaboration continues as the 8 th annual Bikes for Tykes Teddy Bear Ride will be held this year on September 17, 2023.

2022 GRAND MARSHALL — Kenda Culpepper
District Attorney for Rockwall County, Texas
Many may not know that Kenda Culpepper, the District Attorney for Rockwall County, Texas was the driving force behind the Children’s Advocacy Center for Rockwall County.
As child abuse cases climbed and as the top Law Enforcement Officer and Prosecutor in Rockwall County, she saw the need for Rockwall County to house their own CAC instead of relying on the services of Children’s Advocacy Centers from surrounding counties.
In 2015 a unique collaboration between Kenda Culpepper and a local group of Bikers (Americas Guardians Law Enforcement/Public Safety Motorcycle Club) came together in and effort to bring Awareness to the plight of Child Abuse and Neglect in Rockwall County. Thus the Rockwall County “Bikes for Tykes Teddy Bear Ride” was born.
The first Teddy Bear Ride/Event was very successful raising over $25,000 helping to launch the reality of bringing Rockwall County their own Children’s Advocacy Center. AGMC became one of 6 Founding Guild Members for the Rockwall County CAC.
This unique collaboration continues as the 7th Annual Bike for Tykes Teddy Bear Ride will be held on September 18, 2022. Bikes for Tykes and AGMC are Proud to have District Attorney Kenda Culpepper as the 2022 Grand Marshal for this event.
Among her many, many accolades and honors Kenda was recently named one of the Five Best Prosecutors in America by the Manhattan Institute! Here is the article that came out;
Kenda Culpepper, Rockwall County, Texas: Culpepper is district attorney for Rockwall County, just outside of Dallas. Culpepper went to law school to be a prosecutor and joined the district attorney’s office as a line assistant district attorney immediately after graduation. She then added another layer of experience before being elected district attorney by engaging in a criminal-defense practice, allowing her to see both sides of criminal issues.
She was elected district attorney in 2008. For the last 14 years, serving next door to a district attorney’s office in Dallas that has seen enormous changes in approach, Culpepper has witnessed both the good and bad in criminal-justice reforms. Through it all, she has kept a steady course, punishing violent criminals and protecting victims while upholding the ethical rules for prosecutors.
Though hers is the smallest county in Texas, she has served as president of the Texas District and County Attorneys Association and a delegate to the National District Attorneys Association, and was named the 2021 Texas Prosecutor of the Year for her innovative efforts to keep the criminal-justice system running during the Covid-19 pandemic.
Even defense lawyers respect her. One remarked: “Kenda Culpepper is not only tough on crime, she is smart on crime—using all available resources to try to make sure the right man or woman is charged. Her ethics and professionalism make her a role model for all law enforcement officers.”
